The subject site consists of two lots that form an irregular rectangle of approximately 9,279 square feet. The site is flat. The existing improvements consist of 2- and 3-story buildings with restaurant, retail and office uses.
The lots are located in the central business district of Newark and are within one-quarter mile of the Essex County court house, Newark City Hall, the Prudential Center, and Essex County College. The lots are also within one-half mile of Rutgers University, New Jersey Institute of Technology, the New Jersey Performing Arts Center and Newark Penn Station.
The proposed development would remove the existing structures, and replace them with a mixed-use facility. The ground floor will contain a residential lobby and approximately 7,500 square feet of divisible commercial space. A ten-story tower above will consist of 60 rental apartments (40 one bedroom and 20 two-bedroom units).
The project is located within 1,200 feet of the Washington Street light rail (city subway) station and is therefore exempt from the residential parking requirements of the Newark zoning ordinance.
